Why can't I lose weight?

I eat healthy balanced meals 3 times a day with fruit as snacks and I do some exercise. I dont eat chips, crisps, cheese, eggs, biscuits, cakes or sweets. I walk my dog and exercise twice a week in the gym, doing mostly cardiac exercises. I seem to put weight on easily and then I can't lose it. I'm 45 and have had 5 children. I find the extra weight settles round my stomach area.
