Here is my question. I am 5'2" and I naturally hover around the 120-123 pound region. I have always been able to see my abs and hip bones and I have no chest. I barely fill an A cup on a good day.I can see most of my muscles pretty well even on a bad day. I did a few of those online body fat calculators and they put me at anywhere from 24% body fat to 21% body fat. Which to be honest is a little high for me.

I am wondereing if I should try and tone down more. I am already running 45 minutes a day (7 days a week), doing 90 crunches, 60 pushups, and 75 side crunches (obliques). On the weekend I do pilates also.

My beef is that NONE of them asked for chest size, all wanted waist and hips and height. So what boobs do not count as fat? Do you think this is an accurate measurement?

i think if you are using the charts, you won't get as accurate a body fat measurement as when you use an electronic device that is measuring you as an individual. charts are based on averages of a lot of people.

you can find scales that measure body fat, and there is a device they use at curves to measure body fat, as well. and most gyms i think also have some device that measures it. it sounds to me like you are doing quite well on muscle building, and i doubt if your fat percent is that high, myself.

The online calculators are based on a "normal" body distribution.  If you don't meet what they consider normal then they won't work for you.

They all read 3-4% low for me.

21% doesn't sound overly low for a woman to me.

See if you can get a skin fold caliper test done.
Have your body fat measured professionally.  Online tools are approximations.  I have a higher level of muscle mass than most women my size and the body fat tools are generally 2 or 3 percent higher than my actual body fat percentage.  At 5'4" I typically am at 19% body fat when I weigh 137 pounds... I'm about 3 pounds heavier than that right now... Sounds like you may be similar.

If you know you're fit and at a healthy weight for you, don't worry about fitting into national statistics, they don't account for outliers.
