My belly still looks and feels like a raw pizza dough
Seriously, it does. I feel like I have have attained a healthy weight (5' 9'' 130lbs) but I feel like I need to continue to lose weight because of this problem area. I dont know how to go about doing this though, since a person supposedly cannot spot burn fat in certain areas.
Also, I read that your body burns muscle before fat, and now Im paranoid that I am going to lose muscle mass and turn into a jelly fish if i restrict calories. sigh.
Jelly fish or pizza dough. these are my choices!??!

honestly, are you sure this isn't a body image issue? at 5'10" and 130lbs, you're VERY close to being underweight. even if you're not very toned or muscular, you can't be as "pizza dough" as you feel like you are. definitely do not restrict your calories, because you're at a very low weight for you height. consider talking to someone about this in person to see if you're the only one who thinks you're so "pizza dough" like.
I dont want people to think a have a complex... I think the BMI thing is misleading. maybe it factors in that a person has more muscle than I do. I dont exercise nearly as often as I should... if I build muscle then I can lose weight and still be healthy? yes?
When losing weight, maybe you made the mistake of just dieting, and not exercising. If you only diet and restrict calories, you'll lose weight, but become 'skinny fat'. It's true that you cannot spot burn fat, but it wouldn't hurt to do some exercising. Also, like tennislove98 said, maybe you just have a body image issue. When I weighed my lowest ever, 125, I seriously thought I was a whale. Now, I look back at pictures, and would KILL to look like that. It made me realize, that no matter how much weight I lost, or how skinny I could become, I may never actually be happy with my body. I would second their advice, and reccomend seeing a friend, and having them honestly tell you if they think you're 'pizza doughy'.
Sounds like you may be in want of some ab exercises. I have a BMI of over 25, but my stomach is actually beginning to look fairly good. The abs are definitely there, and they're giving my stomach a very tight and toned look (and feel).

Perhaps if you worked on muscle tone you would feel better. Of course, since a cubic inch of muscle weighs three times as much as a cubic inch of fat, you will be heavier so you'd have to come to terms with that. I think it would surprise you to find out how much toned, fit women weigh.
By the way, being underweight and still losing will cause you to lose muscle. That alone will make you flabby and weak.
I kind of have the same problem, and I have read a lot about reasons why, and they seem to come down to a few possibilities:
1. Bloating/constipation/gas/GI problem
2. Weak abdominal muscles
3. Poor posture
4. Genetic fat distribution
5. Body image problem
6. Cushing's syndrome/PCOS/thyroid problem
I'm working on 1,2, and 3 and seeing a bit of improvement. It may not be just one factor but multiple contributing factors.

Like the above posters said, you're probably at an ideal if not underweight size for your frame. You DON'T need to lose anymore weight. Take the suggestions of the other posters...work on muscle strength.
I'm kind of in the same boat. I'm 5'9 and about 132-134 pounds (and I'm demonstrating UNDERWEIGHT symptoms, I'm probably going to have to gain weight). My stomach does the pizza dough thing, too, but it's allllll loose skin. Did you lose a significant amount of weight? I know that some days it's really hard for me to not believe it's fat, but I've talked with several doctors who say that fat has a much more jiggly but solid consistency. So while the "doughboy" syndrome is annoying, it DOES NOT mean you need to loose more weight. <3
