On the Burn Meter, what's the difference between the top number and the bottom number?

I have read stuff on the website about the Burn Meter, but I am still confused. When I am trying to figure out excess burn calories over the calorie intake, which number do I use? Burn meter is set at 2200 and I eat 1400 calories a day. The lower number on the burn meter is less than the top. What do I go off of?

The Burn Meter top number is the total calories you burn in one day in resting metabolic functions and activity based on your age, height, current weight, gender, and activity level. The bottom number shows how many calories you have burned at that particular moment. To lose weight, you need to eat fewer calories than you burn, and so your daily calorie intake should be less than the top number. Presently, you are eating 800 fewer calories than you burn, which should produce a loss of 1.6 lbs per week because one pound equals 3500 calories.
