carb count here include fibre?

In the analysis if you have 200g carbs and 19g fiber....

is that a TOTAL of 219 carbs?

or is it 181g carbs and 19g fibre carbs?

I think the total is 200. I just verified this by multiplying the fat by 9, and the carbs/proteins by 4 and calculated the percentages and they were the same as those in the analysis. This means that the carb figure in the analysis chart is the total.
