if i have my maintenance calories 1700, i still feel hungry is this because my body is clinging onto every calorie it gets? or do i need to up my cals a bit more? im 15 5'6" and 118-123(fluctuates)

first of all teenagers really shouldnt be concerning themselves with the calories they are eating.  Focusing on getting a good amount of protien, calcium, whole grains, veggies, fruit, and havin those yummy treats here and there is whats important.  But as a teenager you do need more calories than that normally.  This is simply because teenagers tend to be more active and they also have high metabolisms andddd you need more calories in order to grow properly.  If you are hungry....let yourself eat.  Its that simple.  Just make healthy choicees =]

im only concerned with my calories for now because i messed up my metabolism so i need to get 1700 minimum.

How did you mess up your metabolism?  Were you undereating for an extended period of time?  If so, you might actually need more than 1700 for a while.  When the metabolism and body come out of a starvation period and start to revv themselves up again, it might want more than that for a while.  Don't be afraid to eat a little more.  But to answer your question, yes.  Your body absolutely needs all of the calories you are giving it.  You are by no means, overeating.

Yes sadly I was takin in 900-1100 calories daily =(

 YES you're hungry (and cold) because you need to increase your food intake!  If you check out your stats on this chart http://www.bcm.edu/cnrc/bodycomp/bmiz2.html you'll find that if you're just lightly active (an hour a day moving around) you need 2130 at least.  The right amount of calories means you stand a better chance of getting the right nourishment.... more fats, more iron, more everything..... and therefore the best chance of getting your period, your hair and your health back.... Go for it.
