Both, it will happen eventually when you get rid of some of the layer of fat.
Some body shapes are different too.... I mean the less fat you have the more defined you will be, obviously, but everyone's body holds onto fat in certain areas.
Try squats, lunges, and deadlifts if you haven't already.
exrx.net is a good site to find out how to do different lifts.
deadlifts are essentially picking up a weight from the ground, but form is important to make sure you aren't using your lower back to do the work.
how much walking and running do you do? running stairs? walking up big hills? i find all of these keep my calves and thighs well conditioned/sculpted even when the rest of me is not.

admitting my ignorance, but what is a transfirmer?
Plyometrics! Jumping sqauts and jumping lunges! Couple sets of these literally wear me out!

its a step areobics program that uses two steps that are 14" high when stacked. you add 8 or 10lb wieghts on your shoulders and step up and down a few different ways. It came with five dvds and a diet program to get you started. there is a whole website for it. now they have a thing called the wave. looks pretty cool. but the transfirmer is the thing that got me into shape for real. I would never have gotten it done on my own in the gym.
