Weight Loss

I really want to lose weight. I don't know what happened, but I was on here last summer when I went from 145 to 136, then the weight wouldn't go down, I got frustrated, and basically gave up. Now I'm back to my original weight.
Did I mention I'm 16, and 5'2.5"?
Where should I start?
I don't drive yet, and can't get to the gym. I would like to change my eating habits first... you know, small steps? I will have my liscense in 2 months, September 12th, and can RARELY get to the gym before then.
So basically... I've decided to start tomorrow, July 1st, 2007.
I can run outside though... It's just all hilly and really a great run, just hard to get motivated!
Maybe if I start with a 15 minute hard run, twice daily? I will cut out my diet soda and start drinking half of my wight in ounces of water (So about 72-73 ounces of water!)
Here's the problem. I work 40 hours a week in a vet's office. It's so hectic I CAN'T POSSIBLY eat all that is needed over the day (8AM to 8PM with 1 hour of a break... rarely taken). Some days it's 8AM to 8PM... Some days it's 8AM to 1PM, and I usually end up getting breakfast at Dunkins (which is probably really bad).
What are some good things to pick at over the day with lots of nutritional value?
Thanks for the help, in advance!
Is my starting plan okay, or do you think it would be easier to do everything all at once?

Instant oatmeal for breakfast. ~200
Small snack of nuts and fruit around 10 or 11. ~150
Lunch, try a frozen entree for convenience. ~300
Small snack in the afternoon. ~100
Dinner try foil chicken and veggies ~350
Small snack in evening ~100
To get started, if you have a music player, put it on and walk a block and jog a block, walk another and jog another...you can always do one more if you want to or call it quits.

Thank you! =D I'm printing it! =D
Here's what I'm thinking... for tomorrow
Oatmeal- 300 calories
Orange - 110 for the orange
Lunch - Scrambeled Egg, and brocoli or veggies, maybe rice - about 300-400
Snack - another orange
Dinner - Probably veggies, some type of meat and maybe potatoes (about 450-500 calories)
Will this work? And also, about 75 ounces of water!
