Should I be eating maintenance?

My stats: female, 23, 5'6.5" 132 pounds. I burn 1890 calories a day without exercise. 

I'm happy with my weight -- wouldn't mind losing a few more pounds but it's just vanity weight -- but I want to be more toned. My stomach in particular is flabby and my thighs too. I run three days a week and do strength exercises/abs every day. 

Question: Should I be eating maintenance calories? Eat to my BMR (1438)? Somewhere in between? 

Oh, and I right now I eat 60-20-20 (carbs-protein-fat).

If you don't want to lose any more weight (which you shouldn't), eat maintenance. If you want to tone, keep exercising and doing strength training. Eating about 1900 and keeping up your workout should cause your body to gradually sacrifice fat for muscle, decreasing flab.
