Why are you on a low-carb diet? Because rice is definitely not low carb. The rice will not be stored in your body if you are eating at a deficit (or at maintenance--but considering you're eating 1500 that's got to be a deficit); your body will use the rice to fuel your body for your normal daily energy needs.
Unless you're on low carb under doctor's orders for a specific health issue, you shouldn't be afraid of carbs! Your body needs them to live--that's why they're the bottom of the food pyramid. Your body works best when you have a variety of carbs, fats and protein.
I am not a big expert on low-carb diets but rice is very high in carbs. If the rice is within the allotted carb intake I do not think it will matter that much when you eat it but I could be wrong.
Just adding in... brown rice is best for you. Or wild rice... pretty much anything other than "white". White rice isn't terrible, but it'll spike your blood sugar faster and won't keep you satisfied as long.
Low carb diets work because they are low calorie diets. I read some research about this and then tracked my own and family's low carbs for a few weeks, and it seems quite true. When you primarily eat proteins, healthy fats (which both lower appetite) and veggies, you end up eating fewer calories. The point is that no matter what diet you're on, if the calories are at a deficit, you will lose weight, whether you're eating low carb, low fat, south beach, weight watchers, etc. Everything that works is low calorie, they just get don't actually count them.
So as long as your calories are where you want them, eat rice.
