We walk 2 miles a day, every day. I've been keeping my diet at around 1300 cals.

Drinking the right amount of water is important.
Good luck this time. 1300 calories isn't very much. I'm at 1950 a day and its very hard. Keep us posted.

Why so low on the calories? The best way to lose the weight permanently is slow and steady.
There are tools here that you can find out how many calories it takes to maintain your current weight. Then drop that calorie count by 500-1000 calories and lose about a pound to 1 pound and a half per week. I know that seems slow however, any time I've tried to lose the weight fast, it ALWAYS comes back and quite often brings a few extra pounds back with it.
Slow and steady will make sure it stays off permanently.
