Just by the end of the day. Some people might find it helpful to space out their eating so that they are always below, but if your lunch puts you above, and then you have a small dinner, so it goes under again, that works too.

In my experience, I would say it doesn't matter, but I HAVE read on the forums that it is optimal to keep the burn meter ahead of the eat meter. 

I always try to stay 200 - 300 calories (eat meter) below my burn meter.   That way, I'm never full and lethargic feeling from eating til I'm stuffed.
