I see from your profile that you've only been at this a month. Sometimes it takes time.
If you care to give your age, height and weight, how many pounds you are trying to lose, and your calorie intake, we can probably offer some advice.

Wow that's crazy, I'm, same age, height and 165 starting. I'm now at 150 and just starting to see the measuring tape move. Like maybe a quarter to half an inch.
great...I'm a freak of nature
I'm gonna weigh 100 lbs and still be the same size...
I have really big boobs too so they'll probably start to go
then I'll have nothing
Nothing I tell you

People lose weight differently. Like for me, my stomach is usually the last or second to last place where I lose inches. I often lose in my upper body first (shoulders, upper back, chest, and arms) then it moves down. Are you measuring any other parts of your body? I think total measurements of different areas is sometimes more important than just the waist-line.
Could it be that you are mainly losing water for now?
I didn't mean to discourage you at all. I thought it was crazy that we were so much alike! I'm just starting to see any changes and I felt the exact same way you did around the 155 mark. Ironicly enough I'm in the huge boob club too. That is where I lost first, but not alot and to be honest I was glad to see it go! I wanna be able to wear cute bras!!!
How many different measurements are you taking? Are you just measuring your waist? You could be losing fat from other places (in fact, you have to be losing it from somewhere!). I first lost the bit of a second chin i was getting, and then saw some loss in the area where my bra sits in the back. Only after that shrunk did I see any measurement changes in my waist....and I know other places like my arms and thighs had some changes, but I wasn't measuring it and am not sure how much.
Also, I saw a big change in my waist when I started exercising those muscles a lot....like doing situps on my exercise ball. If you're not doing any weight training, your weight loss is going to be slower than necessary (muscle burns calories faster than fat does....more muscle means more calories burned just by sitting still).

You've lost 15 lbs?!!! That's amazing and congratulations. Sometimes weight loss happens in less than intuitive measures. For me, my weight loss starts at the poles (my face and lower legs) and moves towards the center, which my lower belly and thighs losing the fat last.
I also notice that I don't measure myself very accurately. Find a good friend, doctor, significant other, parent or anyone really to take your measurements for you.
Give yourself lots of credit for an amazing start. Imagine your health in a year if you keep up your dedication:)
