Remember that your water balance throughout the day causes you to gain or lose as much as +/- 3 lbs. You could have as much as a 6lb difference at 2 points of the day. Best thing to do is weigh yourself first thing in the morning, before you shower, eat, drink, anything. Do it in just skivvies, and you should have the MOST accurate weight.
4lbs, well, thats VERY reasonable for a month. I dont think you should think of it as a "small" goal, because its 1lb/week; if you did that over a year, you'd lose appx 50lbs. whoa! Think of it that way. Hopefully you'd plateau before that and just go to maintenance (being 91.5 lbs would certainly not be healthy!)
Stick to it, and consider weighing in only once or twice a week (daily fluctuation also exists).

Definitely consider weighing in once a week or just every other day if you feel the need to weigh a lot. you'll see a more consistent number for the most part.
I'm kind of in the same boat as you when it comes to being stuck for ayear. During the summer a year ago I went from 126 to about 132/133 and well, a year and a month later I came back to school around 131/132...hmmm and I've been on this site consistently since last February..haha.
I'm finally getting strict w/ things and, like you, decided instead of aiming for a goal weight of 120, I'm aiming for 127 right now...and I'm at 129 currently :)
Small goals are the way to go...more manageable, and you get to feel that accomplished feeling more often w/ more goals! Keep pluggin' along :) enough little goals and you'll eventually come to your big one!
