I recommend a clense diet of slimming or laxative tea for 2-3 days then raw veggies and fruits ONLY for 4 days (and not excessive amounts) dont eat anything until dinner, but plan ahead what you will eat and how much of it. go to sleep immediately after or leave your house for a walk/ night out otherwise you will eat more.

Unfortunately, you can't make yourself lose weight in specific places.  The good news, though, is that by losing weight you will look how you did before you put on weight.  I can't tell you how much weight you should lose, but I think if you tried doing exercises to tone your body (as well as eating less) you'll gain lean muscle and eventually lose weight.  Lifting weights or doing body weight exercises (push-ups, squats, etc) can help you tone up.  If you choose to do the clense diet island_life suggest, I would wait until afterward to start exercising.  Eating too little and exercising aren't a great combination. =P
