Losing fat "tones" you all over. You can't spot reduce fat and you won't be "toned" if you still have a thick covering of fat.
Lifting heavy (resistance training) while in a calorie deficit will increase the ratio of fat to lean mass lost while losing overall weight.
Squat and squat and squat some more.
Then do some planks.

And I'm glad you noted that you can't "target" specific fat deposits. Too many people DON'T realize this, which is maybe why the infomercials still advertise products that CAN do this? lol
They have some on CC look at some and see what works best for you and what you like. YouTube also has some good ones IDK which to recommend because it all depends on what you like to do.
By "lifting heavy", can I assume that the following qualifies:
Using machines/free weights, I do 3-4 sets of 8-10 where the last rep is absolutely the last one I can do.
