Complete protein doesn't necessarily mean that the food contains "all" amino acids.

it means that the food contains all of the 8 (or 9, depending on how you classify it) essential amino acids (the ones that your body cannot make or don't have in enough quantity and thus, must get from food sources) 

Most animal foods are sources complete proteins, as well as some plant foods (soy, quinoa).
