At times when i quickly stand after sleep or after sitting for quite a time. I feel dizzy.
Is it the sign of high or low sugar level?

It can be, but it can also just be the quick change of elevations. I used to have that problem A LOT as a teen. I don't remember if it was when I wasn't eating enough or not though.
How much are you eating at what stats?
I'm having about 1300-1400 calories a day. And i am 5'4, 20 years and weigh 63kgs.
I want to lose 14 lbs. currently i am not exercising at all. But i'll probably start from the next week.
Dizziness after standing can also be caused by low blood pressure.
Do you exercise? Check this out "Cardiovascular exercise makes your heart stronger and a stronger heart has a larger stroke volume. That is, the amount of blood pumped out during each beat is greater, so the heart doesn't have to beat as often. A slow pulse rate is an indication of a strong, healthy heart. However, a slow heart rate can sometimes lead to dizziness when you change position."
