I am a shorter woman - 5'4".  Does a 5 lb weight gain or loss look as noticeable on a shorter woman as opposed to a taller woman? Seems like 5 lbs makes a somewhat noticeable difference on me - wondering if it's the same on taller people.

Everything is relative. Of course someone taller will "hide" extra weight better.

I always think being taller any weight gain is less noticeable, same with weight loss. I am a tall girl (5'9) and I have always noticed this, guess there is just more of us for the weight to hide on!

I wouldn't say your that small tho? I have a friend who is 4'11 and that is what I call small!

I think your current weight makes much more of a difference. Five pounds more or less on a very slim person would definitely be noticeable, on someone who was already overweight that person would have to gain or lose a much larger amount to see any difference. 

Ps. I also do not think that 5'4" is especially short .. according to THIS site (and a few others) The average female American woman's height is approximately 64.2 to 64.6 inches (which is 5' 3")
