Weights. Handheld weight balls work, too..or the machines at the gym.
If you do it 3-4 times per week along with other exercise, there's no reason you can't see an improvement in the tone and firmness of your arms.
you can't spot reduce fat loss w/o lipo. Eat at a calorie deficit to lose weight everywhere and some should come off your arms

You can add muscle to your arms, which may improve the way they look, but name one exercise that will magically reduce the fat on your arms. Your body loses fat where it choses; its genetically predetermined. You might have added muscle to your arms and reduced fat everywhere, including your arms, but I doubt you managed to lose the fat on your arms and no where else w/o liposuction.
Any kind of upper body workout will help tone your arms. Planks, push-ups, chair dips. Any kind of arm raises with free weights. You should be able to tone for the wedding.

I didn't have lots of fat on my arms, but they lacked tone/shape in my opinion. I did the butterfly weight machine at the gym, push ups, pull ups at home, and some free weights.
My arms definitely got markedly more firm and toned, and they now have the sort of sculpted look I wanted. I admit to not being much for the gym for a while now, but they remain firm, and when I flex, it's pretty good.
You can target an area to tighten and tone it. No, you won't lose a lot of weight from any one area, but you can definitely shape and firm it, be it your legs, arms, or thighs, etc.
A solid week or two at the gym doing weights for arms/legs always made me feel a huge difference in how tight and firm the area felt, how much it jiggled or not..in other words, one *can* target an area and improve it.
