Can you be fully hydrated and still retain water?

OK folks, my pee is clear (or nearly) but I still feel bloated.  Am I still retaining water even if I'm hydrated, or does it just seem like I'm hydrated but I'm still retaining water?  Am I making sense here?  Can anyone help me with this?  I feel a bit idiotic for asking but I've gotta know!  Thanks in advance!

The bloating may not be from water retention.  Gas and constipation can cause bloating as well.  Are you getting plenty of fiber?  Are you getting more fiber than usual?
My average fiber intake is 24 grams/day, and I'm not, umm, expelling gas nor am I constipated.  Now what LOL?
I'm pretty sure your pee can be clear, even if you eat a ton of sodium.  You can still be retaining water.  That's my opinion lol.
Candida (yeast) can cause bloating.  Also, how long have you been really hydrated?  Sometimes it takes a bit to flush out your system, especially if you have had a lot of sodium.
Also how are you drinking your water?  Some people to get enough water tend to down a full bottle in a few gulps which leads to swallowing a lot of air along with the water.  A few hours later all this extra air in the digestive system leads to bloating.  Same thing happens when chewing too much gum as some people have a tendacy to swallow air when chewing gum.  Finally as said before eating too much fiber or more protein can lead to bloating as both require more digestive work then the "pre-digested" meals most food companies like to sell.
you can be hydrated and still retain water if you consume lots of sodium. but you shouldnt be doing that because theres more than enough sodium in the average persons diet, so adding more salt onto foods is like a smack in the face...to your heart. lol
terrior's post made me wonder.. that probably means drinking carbonated water will keep me bloated. is that right?
You can retain up to 5 pounds of water during and right before your period.  remember to take that into account.
