Neighbour who has the tv on so loud that I can hear what programme you are watching until 3am in the morning...Gggrrrr
I take it you live in an apartment...?
I guess I don't know the whole story here - Why couldn't you knock on their door and ask them to turn it down?
I live in a house, and not too long ago, about 10 at night, our neighbor's house had the windows open while the dogs decided to go crazy and/or express their lonliness and start howling....loudly. All it took was a polite phone call.
I don't have that issue.
I have the neighbor that complains about everything. If I drop something from the freezer she calls and complains about me.
I was working a project for school and she came up asked if I could stop because her husband was sleeping. I said sure and did. The next day I had to finish is so I did it as quick and quiet as possible and she came up and yelled that it was about respect. My husband asked her what about respect for us to live our life. This was at 3 PM on a Friday and she called the office and they told her that it was 3 PM so there was nothing they could or would do since it was during normal hours and they wouldn't since I respected her request the day before.
I do live in an apartment....and this tv is on from about 7am until 3am it gets a bit much when I get in from work 10pm or later and on a friday I get home about 10pm and am up at 5am for an early shift on a saturday it can get quite draining!
I can't chap on his door as he is a heavy drinker and quite aggressive yeah yeah I could call the police if he hit me but i'd rather not go down that road.
I certainly don't complain about every noise my neighbours make I have tolerated quite a bit since living here they forget that I am the only one in this block who actually goes out to work....
So I will continue to hate him....
I still think you should call the police. Let them deal with the angry, deaf drunk. When you call you just ask to stay anonymous so there's no way he can know it's you unless you are the only apartment near him. And frankly, I'd still call the police on him. I have little patience for people who have no respect for others at 3:00 in the morning.
Andie - does he know that you work on Saturdays? If not, he might have off and assume everyone else has off too... I mean, if you haven't mentioned to him that this is disruptive because of your schedule, he might be blissfully unaware of how annoying he's being. Granted, I don't know him, so he might also just be a jerk.

We were trying to get to bed semi early last night (around 10:30 pm) and there were at least 10 cop cars with their sirens on and a helicopter circling above the general area we are in with their search light on. It was so bright that when it got close it basically added a night light. It was loud and we were just very confused.

Well, if you go down there with an attitude you'll have a problem. But if you go down there and ask polietly you shouldn't have a problem.

If he's a drunk he probably passes out in front of his TV. Any chance you could suggest he gets a timer for his TV to go off. Good luck sweetie and just remember. You are working hard to get to the next stage of your life and maybe someday when you don't live by this dolt you will be able to laugh about it.

You could leave a passive agressive note on his door...that might work (no seriously, dear mr neighbor person, turn your effing tv down, thank you! Signed, NOBODY). Personally I'm the person in my apartment building that leaves the TV on all night. I usually fall asleep with it on and don't realize it till the alarm goes off in the morning. Honestly if someone brought it up and said lady you're tv is too loud at 2am I'd make it a point to set the timer...but if you can't approach him, I'm all for unsigned notes taped on the door.
