Working your triceps out will help with that flabby part of your arm. There are exercises for this muscle (using dumbells) including:
triceps extension
triceps kickback
Skull Crushers (Lying tricep extensions)

Push ups!  Keeping your hands under your shoulders and your elbows tight next to your body helps isolate the triceps.
I couldn't agree more with the tricep workout. I have bad arms, always have since I packed on the pounds - even cellulite on the arms (not so nice!). Although I have now lost 20-25 lbs I was very concerned about my arms as I *never* had worked them out before. For the past 3 months 3-4 times a week I do 3 x 15 reps of tricep lifts every night and my arms look pretty decent now. They still have some ways to go but you wouldn't believe the improvement!
HEAVIER WEIGHT, FEWER REPS!!!!

doing the light weight, zillion reps is just not a very efficient way to build muscle - since spirochete isn't here, i'll say her line for her: there's really no such thing as "toning", you're building muscle or you're not, and light weight, high reps is a very slow, inefficient way of doing so.  if you want to build muscle under the fat (which is what will give your arms the "tone" that you're looking for), you need to use a HEAVY weight and do fewer repetitions (a weight that is heavy enough for you will be one that is heavy enough that you can only DO 6-12 reps of a given exercise with it).
Well it depends on your gender first of all.  The last person to reply mentioned about heavier weights with fewer reps which is completely true as far as my knowledge of fitness reach but that is for muscle and can sometimes be a little difficult to maintain.  Though it works well with males I can definitely compliment on that. lightweights at high reps work more efficiently than heavy weight due to your age, gender and the ability to maintain that "flab" or maintain not having as much flab on your arms.

What people do not keep in mind is that weights should be done every other day, not 100 everyday.  When you do anaerobic exercises such as weights, muscle tissue is damaged and  needs time to be repaired the very next day or 2. If you go to the gym and perform those cool tricep exercises at a good pace you should be able to tone your arms in about 3 weeks (depending on how many sets are done each week).   But weights home work just as well.

Well my friend, I do agree flabby arms in addition to an unstable waistline are one of the hardest to tone and actually lose some weight off of.  Best of luck for that one :)
Taebo!

I swear that Taebo is the answer for almost anything. Billy Blanks is my fitness Hero. He'll sculpt your arms into some beautiful guns.

I promise. Plus, the workouts are upbeat and doable.

Try the 8minute workout. Or basic. You'll see results very quickly. Even if you weren't to do everything perfectly from the start. Just be sure to watch the introduction to the moves, so you don't hurt yourself.
socc3r14:  thanks so much.  the little videos really helped me.  I posted the same question a while back.  My upper arms are a bag of mush, which is common for older ladies.  Hopefully I see improvement.

I am measuring once a month and went from 14" at the fattest part, then lost 10# and my arms went down 1/4".  Not much, but maybe with more exercise I will see better improvement next month  :0)

dips  -- i love dips.  As well as the above suggestions.  When you do push ups make sure your hands are directly below the shoulders to get the triceps the workout.

Also heavier weights less reps to build the muscle.

I have very flabby underarms too - just one of those things women get even skinny ones especially if genetics plays a roll.
