Okay so I know you can't necessarily target tone an area, but I'm getting to a weight I'd like to keep... but want to strengthen  my inner thighs.

Any ideas?

I run and bike all the time.... they are awesome for the outer thighs but inner... ugh.

Try to incorporate more hip adduction exercises to your weight training routine.  Many gyms have a machine where you use weights and squeeze your knees together, but you can also use the cable machine to get the same results.   Uhg, I have the same issue and these things are horrible!  More pain more gain tho, right?  LOL

I use the Pilates Reformer at my local YMCA. Talk about a low impact workout with great results. It is difficult but so worth it. I have lost 3 inches inches and toned up in the past 3 months.
the hip adduction machine works more of the tendons that attach from your hip girdle to your mid femur. try just doing leg press, and squats. you will get more bang for your buck.
I'd love for some of my thighs to go away and I have been doing more squats and leg presses.  Thursday is usually leg day at the gym, and here it is Sunday and my legs are still sore (well I guess yesterday's run didn't help that matter either). 

My quads and hams are pretty good.  Its just that upper inner thigh area that I just can't tighten up, which is why I've also been doing the hip adds.  
Squats for sure and the inverted leg press.  When I was a runner and swimmer I had to do these all the time and it gave killer legs.
You can absolutely tone a target area, you just won't lose fat only in one place.
my trainer suggested squeezing a small excercise ball between my thighs .. you can really feel it!!!!
