The waist-measurement benchmark is a good one and it's been used by doctors for a few years now in conjuntion with the BMI as a predictor of future health problems.   Abdominal fat around the internal organs being more dangerous than fat stored on hips and thighs.  More than 32" waist (women) and 37" (men) puts you at incresed risk of cardiovascular problems, strokes, heart-attacks etc.   More than 35" (women) and 40" (men) and the risk is significantly higher.
