So as much as I'd love to have an hourglass figure, I currently am about as curvy as a 13 year old boy. My hips are 32 inches, and even that is only now that I've packed on about 5 lbs of fat.  Is it possible to increase muscles in the hip area to pack some meat on either side of my pelvic bones?

LOL, not laughing at you but the 13 year old boy thing was funny.  Maybe try some of these?  I dunno.  Me giving workout advice is like a 4th grader helping a college sophomore with chemistry homework.  Calling all mods

You can have some of mine. I've had hips since I was a teenager. Hated them then, grew to appreciate them.   I suspect the presence or absense of hips is genetic.

you can't widen your frame, but you can develop the muscles around your hips for a more shapely figure.  definitely.  and now's a great time to do it, bec you're trying to eat for gains.  do some awesome leg work, and you'll be rockin it like j. lo.

glutes and hamstrings form your posterior chain, which help for nice curves in that area.  check out this artle from figure athlete for lift suggestions and videos.  really, all the major hip dominant exercise will work for you, so any version of a deadlift or good morning.  here's an article on heavy leg lifting. also, it can help to practice using whatchoo got.  so i recommend lots of dancing and a luau party! 

Awwww i totally feel for you i too was always built like a 13 year old boy but working my gutes hips and thigh's has really helpped for the first time EVER i have an ass haha.

I don't think you can really widen your hip really as such but if you work your ass and thigh's and slim down your waist you can create the illusion of having hips.

I'm much more curvy now i've started lifting and i think it's mostly thanks to squats and deadlifts.
