How can I lose my love handles?

I'm small framed but I have very visible love handles, or side tires, which make me look plumpy. Currently my waist size is 32. How can I to get a waist of 28? What kind of exercise and diet can help me?

Love handles are those areas of stored fat that bulge slightly over the sides of your jeans. Both men and women can have them. Losing weight through a low calorie diet and aerobic exercise will help you to burn fat no matter where it is stored. Doing exercises that target the abdominal oblique muscles will also help.
