No Matter How Much I Try I Can't Lose Weight.
It's really annoying now. My calorie intake has been capped at 1,500 daily for the past 3 months, and not a pound was shed. I get my heart rate pumping daily, but again, not a pound was shed.
I don't know what I could possibly be doing wrong. Any tips or suggestions?
Well... let's see... I suppose that could count as a plateau, which means you need a jump start. There are a few ways to go about it.
My personal favorite is the binge technique. The idea is to get your weight to move, so you take a day and eat as much crap as you want. McDonalds, Taco Bell, copious amounts of ice cream, whatever you like. If you can get your weight to move up a little bit it'll allow you to move down a lot. I do this every time I hit a plateau. It always works.
Anotehr way, that I'm not as fond of, is to fast for a day. The average person burns about 200 calories a day, which is about 2/3 of a pound, so your body will be forced to lose at least a little bit. You drink nothing but water all day. It's hard to do and not real comfortable, but it helps your stomach return to normal size, as well, which really helps the dieting. Again, I'm not a fan. Also, be sure not to work out that day. i've seen people exert too much energy and bad things happen when you don't eat for a day. The really hard part is not binging the day after... Again, it's not my favorite.
Incorporating milk into your diet could help too... You don't have any information up, so i'm not sure of your stats, but if you're not getting enough fat your body isn't going to want to lose any. I'm lactose intolerant but a cup of soy milk daily has kept me from really hitting a plateau for a while.

My weight shot down like crazy when I started eating acidic foods daily (grapefruit & tomato juice). I wasn`t even trying to lose anymore so I had to increase my daily intake a little to balance it out!
Also, you could be losing fat but gaining muscle? Pre-TTOTM bloating? Whatever it is, it`s just temporary, and you know you`re doing it right; so the most important thing is to persevere and not let it bring you down. :)
What are you eating?
If your diet is based on a lot of processed carbs and sugars (including fruit), you won't be losing much if any weight because your insulin levels are always high. I went through this myself last summer when suddenly all the fruits were in season again and I found myself eating them all day. While of course very healthy, nothing should be consumed in huge portions. A diet based on proteins, dairy, veggies, nuts, legumes, etc, with some whole grains tossed in, is far more conducive to weight loss. If that doesn't work, definitely have your hormones checked. I second this ... look at what you're eating. It's just as important as how many calories. Increase lean protien sources, reduce refined carbs (sugars, breads) and stick to whole starches like sweet potato and brown rice and reduce fats.

Figure out what type of eater you are and you might just find the answer to permanent weight loss.
