16 is big for a thin person. I am average and athletic with muscular calves and mine measure 14.5 around the biggest 13 at the top. I fit nicely in most knee boots of average width. I would assume anywhere from 12-15 would be a good goal for you. However if you're body is made that way there is little you can do to change it if you are already thin.
Wouldn't it depend on your height/build? I'm 5'10", have lost 25 lbs and have about 16 lbs to my goal weight and my calves are down to 16". I've noticed calves shrink very slowly, but the 25 lbs I've lost have contributed to a 1" loss in the calves. I'm not unhappy with 16" as it seems proportionate.... Of course, I'm tall and didn't ever think my calves were 'huge' for my heighth/weight in the first place, if I thought about them at all. People have started to call me 'skinny' again, and I'm still sporting 16" calves! I think I'd look pretty crappy with 10" calves. Talk about sticks!
I'm just not sure you can successfully generalize women's calf measurements.... Maybe focus on your overall athleticism/health instead?
i've got to tell you... in early 2005, i weighed in 5'4" and 225 pounds. my calves were 16" around the fattest part
i now weigh in, 5'4" and 155 pounds (145 at my lightest). my calves are still 16" around the fattest part.
i envy tiny women their stick legs. i will never wear those knee-high boots. ![]()

Mine are 18" at the biggest part. My mom gave these calves to me, and I love them. I think that I could probably lose 2" by the time I'm done, but they are honestly really 'buff' as it is...so let's see!
When I do calves routines, I love seeing them flex. I know it sounds conceited, but that's the only toned part of my body!
Goddess9 my calves are also 18 inches (and that is after losing an inch) I don't mind my calves either. They are the only part of my body with clearly defined muscles and no jiggle.... it a shame about the knee high boots though.
I'm 5'2, 128 ish, and my calves are about 14.5". They feel huge to me. My gigantic boyfriend (6'5, 280, and built) noticed them right off the bat "whoa you have HUGE calves!!" I run a lot, and have been doing a lot of weight training...I can't see them getting any smaller really. Pants often fit a little snug in the calves. I'll have seam prints up the side of them in certain pairs of jeans. And no, they're not skinny pants. I can't even get those on!
At least they're totally ripped, haha. I'm slowly learning to just accept it and move on to things I can change.
