I know how you feel.  Unfortunately, you can't pick where the weight comes off first.  What kind of Cardio are you doing?  I know certain types build a lot of muscle but the fat isn't coming off as quick.  It will eventually come off... Trust me, it may just be that your body builds muscle a little quicker than it burns fat.  Don't worry just stick with it and everything will even itself out.  I have been at this weight loss thing for a while now and I only recently started to notice a difference in my physical appearance.... and that is after 28 pounds lost!  Don't forget that the more muscle you build the easier it will be to burn fat.  Muscles help you burn more calories at rest.  Good luck!!!
I run alot basically, does that build muscles in the thighs? because i heard that if you wanted to get flab off your tummy then running was the best as well as swimming
i run a lot too. i am building lots of muscle more than burning fat, i dont have a lot of fat to lose but some in thigh areas.
you are still young! Your body still isn't done developing. Keep working out and once your muscles mature and you are done growing I think you will be pleased with the results
i dont know about anyone else but my body seems to be changing all the time..

try powerwalking-- it may not burn as much as running but it definately changed my thighs from bulky to leaner
powerwalking, maybe, i still want to burn calories too!! boohoo, i cant win!!
You may want to look into walking poles.  I have not tried it, but am very tempted ... it's fast walking with poles which burns, supposedly, 70% more calories than walking, which I would suppose would be close to if not more than running.

It looks like it places less emphasis on the leg muscles so it won't build them as fast, and also works out the upper body at the same time.

I agree with Bodyscience, you're still young. Your body is not done maturing yet.

In addition, you mentioned it's your first year in University.

We have a saying here in the U.S. called "The Freshman 15".

It means that MOST people gain about 15-lbs their first year of University.

DO NOT WORRY, it's NORMAL.....There's lot's of debate as to why this occurs, but it does occur.

Instead of concentrating on different body parts, concentrate on the whole.

Do you have a way to track your body fat percentage? For example, I have a weight scale that I can step on and it will tell me weight and body fat %.  It's a much better (and rewarding) number to track.

Those times when you work really hard, but the weight scale only changes a pound but the body fat % goes down, you actually "see" the % coming off.

Most of all, if you're exercising and eating properly, everything will fall into place..(maybe not in the place you FIRST want it to..but overall, it will all work out).

Also, make sure the work out you do is "enjoyable". If you like running, do that...don't let someone tell you what "should be doing"....continue with healthy life style, allow yourself a cheat ONCE here and there...and you'll be just fine...
