a privacy setting question

I'm making up a new privacy level in my journal. I don't seem to have access to all of my CC Friends so I can add them. Some of my bestest buddies aren't on the list to choose from! I tried paring down my friends but it doesn't seem to have had any effect. Can I do anything about that?

Come on CC gurus! I need some help. Pleeeaaase?

I tripped over 'finding' my other friends but here's one more stupid question:

Which is "higher", level 1 or level 3?

Argh! I tried to get rid of a middle level, all the people in the level below dissappeared and left me with an empty and list I didn't want. The instructions for privacy could be improved. Maybe it's just too late in the day! I've probably totally screwed up my 'preconfigured friends list' to boot. ANY help out there???
