If you really want chocolate, why not just eat some dark chocolate? That'd be better for you than mixing wheat and milk with it, and far more satisfying.
There is such a thing as a healthy chocolate meal. Here's one of my favorites.
In a blender, mix:
1/2 cup of coconut meat, or 1/2 cup raw cashews
1/2 large banana
2-3 Tb raw cacao nibs
2-3 Tb honey (as sweet as you like)
2 Tb raw carob powder (optional)
a pinch of salt
You can make it even healthier by blending in some green leafy veggies (like kale, romaine, etc), which also makes it richer and thicker.
This is a smoothie I have probably 3 times a week, and it's very filling but still light and energizing. Yum...

Well, sure you can but it's not the best choice. You can eat whatever you want for your allotted calories really. The thing about eating Cocoa Pebbles is that you'll get a sugar crash and end up hungrier -- this is what leads to overeating.
Fat free sugar free jello pudding is good for a chocolate fix. Make it with skim milk. Something really good if you like almond Joy candy bars is
mix your sugar free fat free jello chocolate pudding like normal but add 1 cup oatmeal - not the instant but the quick oats that cook in 1 minute then add 1 tsp of almond extract and 1 tsp cocunut extract . Mix well and chill for one hour. Pretty healthy alternative to the real thing and helps with those gotta have chocolate now cravings.
I wish I liked dark chocolate but I can't stand the stuff even though it is better for you than milk chocolate.
