I am confused........
I am 5'10 41 140 lbs I have lost 154 lbs in the last year.
My RMR is 3500 with my active lifestyle.
If I cut out cardio and activity aside from walking will my RMR still be 3500 or does it adjust downward gradually as your metabolism reacts to less exercise?
Where are you getting the 3500 from?
BMR and RMR are fairly similar and both can be described as what your body burns if it is at rest/in a coma for 24 hrs. When you add you activity (from sedentary to active) that increases your actual burn.
When I put your stats into www.phord.com/cc, even at the highest activity level, I don't calculate that you are burning 3500 in a day. By the way, I think that site mis-explains RMR as the same as sedentary, and from what I've found online, it isn't. It's about the same as BMR.
If in fact you do burn 3500 (calculators don't define how much you actually burn - they just give a starting estimate), then if you cut out your exercise, you will burn less.

I have a high level scale that gives me that number and with 30 miles a day on the bike I am high level activity

You have a scale that tells you how much you burn? Huh, never heard of that.
If it's truly your RMR, it shouldn't include your activity level, but maybe the instruction manual would explain better, just so you know what number it provides means?
Your RMR won't change day to day if you cut out exercise, but over time, your metabolism would probably slow - if you lost muscle from stopping exercise, you wouldn't burn as many calories at rest. At least that's my understanding of it.
If you know how much you were eating while losing, and how fast you were losing, that might be another way to figure out how much you burn. I only suggest that because I have no clue how accurate your scale is.

As you cut down the exercise, you'll likely lose some muscle, thus your resting metabolic rate goes down.
