If you are talking about unrefined sugar, like in fruit, then any time is fine, I think. It probably makes no difference, in terms of weight loss, when you eat refined sugar, like in processed foods and "junk" food. You just have to count the cals and make sure you are still getting adequate nutrition. I eat some junk food on a regular basis, but I try to limit it to a small percentage of my total calories for the day so I am sure to get what my body needs to function well. I'll be the first to admit that there are some days, not really often, but occasionally, when I might eat 25% of my cals in "junk" food (usually a day when I end up eating less than I expected). I try not to let this happen, and that helps me limit it, so I don't sweat it. Over the course of a week and month, I'm getting lots of good stuff so the particularly bad day is just a blip on the scale.

The best time is after you exercise. Eat a piece of fruit with a lot of sugar in it such as a banana.
After you exercise, your body may be depleted of blood glucose and glycogen, so you need to restore your body's sugar levels to avoid symptoms of low blood sugar (hypoglycemic) and prevent any Gluconeogenesis (breaking down of Lean muscle tissue to provide the body energy).
But just avoid added sugar (table sugar, brown sugar, etc...) all day. Added sugar will spike your blood glucose levels causing your pancreas to overwork from an overproduction of insulin, this can create a lot of sugar cravings.
Most of your carbohydrate consumption should come from starches—veggies, legumes, and whole grains. Fruits are also good because of their anti-oxidant and nutrient content, and fruits are low on the Gylcemic Index.
As far as sugary junk foods I try to limit, I don't see a good time to eat them. However if I do eat sugar (Everyone has a craving from time to time) I try to make it early in the day and I usually do it mid afternoon. I tend to have those spikes in blood sugar then have a drop and feel tired. If I do this in the mid afternoon then when I start to feel the tired feeling with the drop its time for dinner. I usually make a dinner high in protien and low in carbs. It helps give me the energy to end the day and I don't get sugar cravings at night. Honestly the refined sugar there is not a great time for it. I try to limit sugar in every way. Even fruits sometimes cause that spike for me so I try to limit and I feel much better.
