Lift weights.   My guess is that you are thin without a lot of muscle.  Muscle is smaller and more dense than fat so it weighs more but looks better.  Start lifting a few days a week and stay off the scale.  Give yourself 6-8 weeks and see if you like the changes.

thx. im just short for my age so im hoping to kinda stretch out. lol. as soon as my growth spurt comes i might even out a little. i have small thighs, bigger shouldersand arms, and medium legs with fairly large muscles.

If it says your weight is fine, I wouldn't try to lose any.  Just do muscle training, like beastypixie said.

Also, If you're still growing, you don't want to stop the growth spurt by losing weight.

You're on the lower end of your BMI; you don't need to lose weight - put effort into gaining muscle via strength training, which means eating more calories.  The weight on the scale may go up but your measurements will go down as you gain lean muscle and reduce body fat.

if you're waiting for your growth spurt, then I guess you're probably waiting to hit puberty as well... which implies that you are a young teenager or pre-teen

You honestly shouldn't be on this site. You shouldn't be counting calories or trying to lose weight.. you have barely begun growing yet and if you try to diet and lose weight now you will potentially end up malnourished and actually slow down the process and stunt your growth

do you want to be the little "10-year-old-boy-look-a-like" when all of your friends are developing beautifully into young women (or men?) I'm assuming you're a female

when I was your age I was the small childish one, an I longed to be pretty and developed like all the other girls in my school, whom all the boys drooled over.. I was a late bloomer, but I didn't diet to get that way

dieting now will stunt your maturation and may cause future health problems like an absense of menstration, early osteoporosis, hair loss, malnutrition.. and a long list of other problems

you are not overweight, and you do not need to lose weight.. if you think that you are 'fat' then this is probably just "baby fat" and will disperse soon enough if you continue to feed your body properly and excersize regularly... it's normal to be a little more 'soft' at your age... but it's okay because it's only temporary

there is a reason that most diets reccomend that you be at least 18 years of age, or under a doctor's supervision... simply because any younger and you are still growing and food restriction now can result in permanent damage (even 18 is still young, you grow up to at least age 21)

I hope you reconsider

Yes, just to reiterate what a bunch of people are saying here, there are 3 main points you should take away from this post.  Hopefully you take them to heart:

  1. You do not need to lose weight.  With a BMI (Body Mass Index) of 20.2 you are, actually, closer to being "underweight" than you are overweight.
  2. You are young, and still growing.  If you haven't even hit a growth spurt yet then there is NO WAY for you to know if your hips are the "right size".  You're body has a lot of developing to do and I think you underestimate what your hips will look like once the rest of your body catches up.
  3. Even if the 2 above points weren't true, you cannot grow properly with a decreased caloric intake.  You should be taking in an even number of calories AT LEAST, and combining that with excercise that will build lean muscle, which means you actually need to be eating more calories than normal.
If you feel like your body is disproportionate, you should be exercising to build muscle, not dieting.  You do not need to diet and in fact at your age it's dangerous for you to consider dieting.
