I want a time out button

Dear developers:

I think we should have a community based time out button.  If a user gets flagged by 10 unique IPs and userids, they should be prohibited from posting for the next 10 minutes.  Every month without any flags should earn a "get out of jail free card"  For an example, see facebook School Vandals...fatigue and hall passes.

Sincerely someone who tries to think and review before posting.
