How old are you?......  I see from another post that you're talking about losing weight 'before school starts'.  If you're a teenager that's just short for her age it's normal that your body is going through a lot of changes in preparation for growth.  'Hip fat?'.... I doubt it.    At 90lbs and 4'8" you're a perfectly healthy weight (BMI 20) and presumably you're still growing -  so your idea about losing 10lbs is a peculiar one.

I also see in another post that you're planning 1200 cals a day.  A completely sedentary, inactive teen needs 1500 cals a day minimum just to stand a chance of functioning normally.... If you'd like to grow taller & stronger, severe calorie restriction isn't going to help you do that.  Aim for more like 1700-2000 cals a day and if your hips really are an issue, do more exercise.  See this chart.... http://www.bcm.edu/cnrc/bodycomp/bmiz2.html

To answer the title question, it's good to drink fluids.. .  A litre or two a day of water, tea or similar non-sugary, non-fizzy drinks is a good way to stay hydrated, keeping your digestion running smoothly & helping your concentration.  Drink more if you're in a hot environment or you're particularly active.

thanks. yes. i am a short teen. :D

I'd recommend pilates for helping to tone your hips. It tones, stretches, and lengthens your muscles without adding the bulk like regular weights can do. Cardio will definitely help there too. Exercisetv.tv has some free, full length videos that are wonderful and you can do them at home.

Here's a calculator you can check to see how much water you should drink in the day: http://nutrition.about.com/library/blwatercal culator.htm

Also, don't try to reduce your calories below 1500. More importantly, you should focus on eating the right types of food (whole grains, veggies, and fruits) and do more exercising to help trim your hips.
