I am trying to lose 27 pounds, and I really want to do it the right way. I'm just wondering if the 1200 calories a day minimum includes calories burned at the gym, or if for instance, I burned 400 calories at the gym should I then consume 1600 calories a day?

You should be OK to eat back the calories you burn at the gym (ie 1600 if you burn 400).
Try it for a few weeks, and see if you still lose 1 or 2lbs a week

You need to know your maintenance caloric intake first then you can create a deficit of 500 - 1000 calories a day
