i do do cardio ( mostly walking and jogging on the spot, and ballet sometimes step aerobics)
i also do squats and lundges
keep in mind there is no real spot-reduction... so... i totally agree with squats! your legs have HUGE muscles, and toning them up with the exercises gigglepuppy noted will burn calories and in turn burn fat. it is really up to your body where the fat comes off though, so you can't really control that. what you can control is the lean muscle being strong and beautiful!
choose 2 squats, deadlifts, good mornings, lunges and adduction (the one where you press your legs together to tone the inner thigh, or use a cable machine)
~then put in some cardio (over 20 minutes worth in your target heart rate - try a rowing machine) and you should be good to go.

Squat will help you if you don't bulk up a lot . Unfortunatly I tend to get very very muscular with a few squat and lounges so I skipped that and start walking/jogging increasing the  ;jogging every day.
This kind slow and steady kind of cardio done for at least 30 minutes a day will make you burn fat and give you toned legs. Don't do sprints or run, jog instead.
Beautiful legs are made of 3 things:
° absence of fat ---> slow consistant cardio
° a little muscle ---> some squat or just the jogging depending the look you want to achieve
° flexibility ---> some stretching after a workout will do wonders both for soreness and lengthen your muscle
When I was rollerblading regularly, I had the BEST legs! Ice skating at a good pace for cardio would do the same thing, I would imagine.
The push off movement does very good things for the inner and outer thighs.
